Bexar County SNAP Replacement Benefits: Deadline Sept. 17, 2026

If recent storms or power outages ruined food you bought with your Lone Star Card, you can ask Texas to replace those benefits. This is not a new D-SNAP program. It is replacement SNAP for people who already get food benefits.
What was approved
The Texas Health and Human Services Commission asked USDA for more time. USDA agreed. Bexar County SNAP households now have 20 days, not 10, to report food lost after storms that began August 28, 2026.
Gov. Greg Abbott and HHSC announced the extension on September 5. Local outlets confirmed the same deadline on September 7.
Approved replacement funds should reach the Lone Star Card within two business days after HHSC gets the request.

Who can apply
You can request replacement benefits if all of these are true:
- You already receive Texas SNAP.
- You live in Bexar County.
- Food bought with SNAP spoiled or was destroyed because of the August 28 storms or related outages.
- You report the loss by September 17, 2026.
This waiver does not automatically cover every Texas county. Hill Country flood replacements were a separate event earlier in the summer.
This is not D-SNAP
People often search “disaster SNAP” after a storm. The names get mixed up.
- Replacement SNAP replaces food that current SNAP households already lost.
- D-SNAP is a short, separate program. It can help disaster-area households that are not already on SNAP. Texas has not opened a Bexar County D-SNAP for this storm in the USDA notice.
If you do not have SNAP yet, apply for regular benefits at YourTexasBenefits.com. Do not wait for a D-SNAP site that has not been announced.
How to request replacement benefits
Use one of these official paths.
1. Call 2-1-1
- Dial 2-1-1.
- Choose your language.
- Select option 7.
- Report the spoiled or destroyed SNAP food.
Have your case or EDG number ready if you have it. Also have your address and a short list of what was lost.
2. Visit an HHSC office
Go to a local Texas Health and Human Services office. Find one through YourTexasBenefits.com. Use “Find an Office” at the bottom of the site.
3. Mail or fax Form H1855 if you cannot travel
HHSC allows Form H1855 when age, disability, or distance keeps you from an office. Mail it to:

Ask the 2-1-1 agent which option they want for Bexar County before you mail anything. Phone requests are the fastest route in the current announcement.
What to say when you call
Keep it simple.
- You receive SNAP in Bexar County.
- The August 28 storms or the power outage ruined food bought with SNAP.
- You are asking for replacement benefits before September 17, 2026.
You do not need a long inventory. Still, note the date the power went out and whether a fridge or freezer failed.
When the money shows up
HHSC says replacement funds should post within two business days after the request is received. Check the Your Texas Benefits app or your last Lone Star Card receipt.
If nothing posts after two business days, call 2-1-1 again and ask for the status of the replacement request.
WIC food lost in the same storms
WIC clients can also ask to replace September WIC foods lost to outages or storm damage. Contact your WIC office before September 30, 2026. That is a separate program from SNAP. Find a Texas WIC Office.

Where to shop after the card reloads
Use the replacement amount on regular groceries. Texas SNAP still cannot buy alcohol, tobacco, vitamins, or most non-food items. Candy restrictions that began April 1, 2026, still apply.

HHSC will not text you a random payment link. Do not give your Lone Star Card PIN to anyone who calls you. Go to YourTexasBenefits.com yourself, or dial 2-1-1.
